When a citizen becomes as angry as they can be, they will Rampage throughout the station, breaking equipment and fighting with citizens. They will completely ignore their assigned role.
The only way to stop a rampaging Citizen is to arrest them with Security officers and assign them to a Brig to cool off. Place the Security Beacon on the rampaging citizen and choose "Non-lethal force" to incapacitate them.
